2. Mr. Amery is hot clear
as to the proposed constitution of the
Committee, but he considers that it
will be desirable that a representa-
tive of the Hong Kong Government
should be included on t especially
in view of the fact that its functions
as described in the Commander-in-Chief's
telegram No.627 include the making of
recommendations generally for the
improvement of anti-piracy measures.
He would suggest, therefore, that if
Their Lordships see no objection, the
Commander-in-Chief should be asked to
arrange with the Hong Kong Government
for such a representative to be included
among the members of the Committee.
It may be added that this would serve
as a convenient means of liaison with
the civil authorities in Hong Kong.
